Can anyone tell what is the pattern on the block? (Clue: NDP)

This is the corridor of a normal HDB flat......that has now turned RED.

For the love of the country? Aren't there other ways? As I walk out of the lift every evening to head home, I am traumatised. Have I moved to a red light district. Nothing gets more literal than this.
